Encourages the Hawaii Department of Defense and Hawaii State Civil Defense to promote emergency preparedness through multi-hazard mitigation plans and interoperability plans

Urges these agencies to ensure high rise management associations, schools, hospitals, assisted care facilities, nursing homes, and other facilities caring for elderly or disabled individuals have multi-hazard mitigation and interoperability plans in place

Establishes that hazard mitigation involves identifying risks and vulnerabilities to develop long-term strategies for protecting people and property from hazards like tsunamis, hurricanes, volcanic eruptions, wildfires, flooding, and drought

Defines interoperability as the ability of emergency personnel and organizations to communicate across disciplines and jurisdictions via voice, data, or video to exchange real-time information during emergencies

Requires transmission of a certified copy of the resolution to the Adjutant General
