Urges the Governor to direct the Department of Transportation Highways Division Chief to develop a plan by year-end 2014 with timelines and benchmarks for highway maintenance and repairs.

Demands prioritization of pothole and surface repairs on specified roads including Kamehameha Highway/Route H-99, Farrington Highway, and routes around Schofield Barracks, with completion by year-end 2016.

Requests amendment of Hawaii Administrative Rule §19-127.1-25 to change "potholes repaired as soon after they are reported" to include "or observed."

Requests amendment of Hawaii Administrative Rule §19-127.1-27 to change "litter should be removed" to "litter shall be removed" from roadways.

Reminds the Governor to enforce Hawaii Administrative Rule §19-127.1-34 requiring highways and roads to be swept at least monthly to remove loose gravel and debris.
