Requests the Department of Business, Economic Development, and Tourism to work with construction industry representatives to review prerequisites for obtaining permit approval for developments at state and county levels.

Directs the review to focus on cost containment, community benefits, expedition of construction and permitting, and uniformity of prerequisites across development projects.

Requires the Department to report findings and recommendations to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Addresses concerns that financial requirements imposed over 20 years—such as community facilities district financing, impact fees, and infrastructure construction obligations—may increase construction costs and leave projects unfinished.

Mandates certified copies of the resolution be sent to the Director of Business, Economic Development, and Tourism and the mayors of Hawaii County, Kauai County, Maui County, and Honolulu City and County.
