Requests all Hawaii counties to reevaluate and update their best management practices (BMPs) for construction to minimize soil erosion and sediment runoff that damages reefs and nearshore waters.

Directs counties to consider BMPs specifically for large-scale projects, projects on steep slopes, and grading activities during winter months when rainfall risk is higher.

Requires counties to account for increasing storm severity and recognize that current BMPs may have been developed during extended drought periods and need strengthening.

Mandates each county submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.

Requires certified copies of the resolution be sent to planning directors and mayors/council chairpersons for Honolulu, Hawaii, Maui, and Kauai counties.
