Urges the Honolulu City Council to introduce a bill waiving property taxes for agricultural improvements made on agricultural lands.

Defines agricultural improvements to include improvements related to food production, food safety, packaging, processing, and storage.

Supports diversified agriculture and innovation by small farms and start-up farmers using new techniques and crops.

Requires transmitting certified copies of the resolution to the Mayor of the City and County of Honolulu and the Chairperson of the Honolulu City Council.
