Urges the Office of Hawaiian Affairs and Department of Land and Natural Resources to establish a Traditional Land Use Task Force administered by the Office of Hawaiian Affairs

Task force composition includes representatives from the Office of Hawaiian Affairs, Department of Land and Natural Resources, Hawaiian Homes Commission, Board of Agriculture, 'Aha Moku Advisory Committee, Taro Purity Task Force, and Kamehameha Schools

Directs task force to determine feasibility of establishing traditional land use districts and identify possible districts including fishponds, konohiki fisheries, kula lands, lo'i kalo, sacred valleys, and historic sites

Requests task force to develop recommendations for regulatory schemes, adaptive planning for climate change, governance authority, and protection methodologies for traditional lands

Requires task force to report findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2015 Regular Session convening
