Request for the State Auditor to conduct a financial and management audit of the Hawaii Community Development Authority (HCDA), established in 1976 to plan and implement community development programs.

Audit should investigate HCDA's development plan formulation process, including revisions and amendments to master plans for the Kakaako Community Development District.

Audit should examine how HCDA considers and approves variances, exceptions, and modifications to development plans and rules.

Audit should evaluate the extent of affordable and workforce housing to be constructed under current rules and HCDA's process for determining infrastructure adequacy, including public school facilities.

Auditor required to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2015 Regular Session convenes.
