Urges the Governor to enter into a public-private partnership agreement to plan, design, construct, and finance a new system of correctional facilities including reentry centers, reporting centers, treatment centers, prisons, jails, and halfway homes to be owned and operated by the State and its counties.

Directs the Governor to bring all Hawaii prisoners incarcerated on the mainland back to Hawaii by July 1, 2018, citing overcrowding in existing facilities and the need to end reliance on private mainland prisons.

Requires that at least 70 percent of repayment costs for the new system be paid through cost savings and efficiencies compared to the existing system, in accordance with the Justice Reinvestment Act.

Mandates that proposals include evaluation of refurbishing and expanding existing facilities with 30+ years remaining useful life, comprehensive total cost of ownership analysis, and all proposals be submitted by December 31, 2014.

Requires state departments to issue a request for proposals by May 31, 2014, and directs the Department of Public Safety to evaluate all inmates' reentry plans, rehabilitation program effectiveness, and alternatives to incarceration.
