Urges the Department of Health and University of Hawaii Windward Community College to negotiate a land exchange to transfer ownership of a strip of land along the southern boundary of the college's campus to the college.

The Department of Health currently holds the strip of land adjacent to the Hale Akoakoa Student Center parking lot and plans to construct a long-term care housing facility for Hawaii State Hospital there.

Windward Community College has offered a large vacant piece of land along the northwest corner of its campus to the Department of Health as part of the proposed exchange.

Requires Hawaii State Hospital to include the proposed land exchange in discussions and development of its updated long-range development plan.

Requires the Department of Health and University of Hawaii to submit a report on the land exchange and hospital's long-range development plan to the Legislature at least 20 days before the 2015 and 2016 Regular Sessions.
