Requests the Governor to issue an Executive Order requiring state agencies, boards, and commissions to post meeting minutes on their respective websites within thirty days after each meeting.

Directs all state agencies, boards, and commissions to post meeting minutes on their websites within thirty days after meetings, consistent with Hawaii Revised Statutes Section 92-9 requirements.

Requests the Office of Information Management and Technology and the Office of Information Practices to provide assistance to state entities in posting meeting minutes on their websites.

Requires the Office of Information Practices to report to the Legislature by twenty days prior to the 2015 Regular Session on which state entities have and have not implemented the practice of posting meeting minutes online.

Recognizes that posting meeting minutes publicly on agency websites enhances transparency and allows individuals to effectively participate in understanding state entity activities, decisions, and member votes.
