Requests the Kahoolawe Island Reserve Commission to plan development of its 8.261-acre Kihei property to reflect Native Hawaiian culture, history, and tradition.

Describes the Commission's long-term plan for a two-story office and information center (approximately 14,400 square feet) to replace leased space, including approximately 5,250 square feet devoted to historical and interactive exhibits about Kahoolawe.

Proposes the facility include an auditorium, classroom, public exhibit and visitor center, outdoor performance/gathering area, and plant nursery available to community groups and school groups.

Notes the property currently contains the Commission's boathouse sheltering vessel Hākilo and has been subject to environmental assessment and permits since 2000.

Requires certified copies of the resolution to be transmitted to the Chairperson of the Board of Land and Natural Resources and the Chairperson of the Kahoolawe Island Reserve Commission.
