Request the Department of Land and Natural Resources to designate the Royal Order of Kamehameha as konohiki (land manager) of Kaawaloa with oversight and management responsibilities.

Request the Royal Order of Kamehameha to formulate a master plan for Kaawaloa that honors Hawaii's historic discovery by Captain Cook and introduction to Western civilization.

Request the Royal Order of Kamehameha to consult with the Aha Moku Advisory Committee, Hawaiian trusts (Queen Liliuokalani Trust, Kamehameha Schools, Queen's Health Systems, Lunalilo Trust, Office of Hawaiian Affairs), Hawaiian Civic Clubs, and local community organizations in developing the master plan.

Request the Department of Land and Natural Resources to explore leasing approximately 40 acres of Kaawaloa land to the Royal Order of Kamehameha as a nonprofit organization for a nominal sum.

Request the Department of Land and Natural Resources to fund the master plan development, seek private funding, and report to the Legislature on the Kaawaloa Master Plan no later than 20 days before the 2015 Regular Session convenes.
