Urges the Department of Land and Natural Resources to affirm its commitment to lead conservation, management, and protection of Hawaii's natural resources rather than ceding jurisdiction to federal agencies.

Requests DLNR to resist federal government efforts to expand federal jurisdiction through critical habitat designations, expansion of existing co-management relationships, or creation of new co-management arrangements.

Emphasizes that Hawaii holds nearly 1,300,000 acres of state lands and 750 miles of coastline under DLNR jurisdiction, including parks, forests, wildlife sanctuaries, and coastal waters with unique endemic species.

Notes that Hawaii has enacted robust state laws for natural resource protection and demonstrated capability through law enforcement actions resulting in millions of dollars in fines and damages.

Requires certified copies of the resolution be transmitted to the Governor, Chairperson of the Board of Land and Natural Resources, and the Administrator of the National Oceanic and Atmospheric Administration.
