Authorizes the Board of Land and Natural Resources to issue a 55-year non-exclusive easement covering state submerged lands at Niu, Honolulu, Oahu (Tax Map Key: (1) 3-7-002: seaward of 045).

Permits use, maintenance, repair, replacement, and removal of existing concrete pad, ladder, steps, and rock walls on the submerged lands.

Resolves encroachments by Thomas and Sandra Young on state submerged lands; the Department of Land and Natural Resources approved the easement on February 14, 2014.

Department's Office of Conservation and Coastal Lands determined on November 20, 2013 that the structures did not violate conservation district regulations.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources as mandated by section 171-53, Hawaii Revised Statutes.
