Creates limited purpose driver's licenses, provisional driver's licenses, and instruction permits for individuals who cannot provide proof of lawful presence in the United States but can prove identity and Hawaii residency.

Establishes extensive list of acceptable identity and residency documentation including consular ID, passports, utility bills, school records, wage stubs, and voter registration cards.

Requires limited purpose licenses to be distinctly marked "Not acceptable for official federal purposes" and display a unique design or color to distinguish them from standard compliant licenses.

Prohibits discrimination against holders of limited purpose licenses and protects applicant information as confidential; prevents use of limited purpose license information as basis for immigration investigation or detention.

Takes effect January 1, 2016 and does not jeopardize state compliance with the federal REAL ID Act of 2005.
