Amends Section 286-108, Hawaii Revised Statutes, to modify driver's license examination requirements regarding knowledge of traffic laws and pedestrian safety.

Requires driver's license examination to specifically test applicants' knowledge of Section 291C-121.5, Section 291C-137, and the exercise of due care to ensure the safety of pedestrians who are blind or visually impaired.

Changes examination language from listing only sections 291C-121.5 and 291C-137 to include explicit testing on safe operation around blind or visually impaired pedestrians.

Takes effect upon approval with no retroactive application to rights, duties, or proceedings that occurred before the effective date.
