Prohibits operation of any vehicle, trailer, or semi-trailer equipped with dangerous wheels on Hawaii roads.

Defines "dangerous wheels" as any wheel, wheel cover, hubcap, lug nut cover or cap, prong, or ornamentation that extends at least four inches beyond the wheel rim and may cause injury or property damage through minimal contact.

Addresses the legislature's concern that motor vehicles with extended wheel parts (such as gorilla pokes, superpoke elbows, giraffe necks, and aftermarket sharp-pointed parts) have increased and pose severe injury and property damage risks.

Takes effect upon approval.
