Authorizes the chief procurement officer to use a special innovative procurement process for supplies, services, professional services, or construction without following standard competitive bidding requirements when determined advantageous to the State.

Permits special innovative procurement only for new or unique State requirements, new technologies, or to achieve best value, with written determination required from the chief procurement officer.

Requires the procurement policy board to adopt rules establishing procedures for the special innovative procurement process and mandates attorney general review of procurement plans before public notice.

Requires written documentation of the procurement basis and contractor selection in the contract file, with annual public reports from the chief procurement officer detailing all determinations made.

Effective date of July 1, 2030.
