Raises the contractor licensing exemption threshold from $1,000 to $2,000 for projects where the aggregate contract price for labor, materials, taxes, and other items does not exceed that amount.

Exemption does not apply if a building permit is required or if the project is part of a larger operation, regardless of the aggregate contract price.

Legislature finds that housing material costs have increased substantially since the $1,000 threshold was last set in 1992, making small home repair projects exceed the exemption limit.

Allows faster and easier access to construction services for smaller residential projects amid shortage of available licensed contractors and high Hawaii housing costs.

Takes effect on February 19, 2025.
