Appropriates state general revenues to the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources Cooperative Extension Service for the Local and Immigrant Farmer Education Program for fiscal years 2015-2016 and 2016-2017.

Establishes that the program provides science-based education and support to Hawaii's underserved and socially-disadvantaged agricultural producers to increase farm viability and sustainability.

Addresses funding challenges faced by the program due to lack of federal funding while supporting its goal to integrate more farmers into mainstream agriculture and advance Hawaii's diversified agricultural industry.

Takes effect on July 1, 2015.
