Hawaii invasive species council shall expand an economic model formula in coordination with University of Hawaii's economic research organization to establish the impact and cost of mitigating significant invasive species in the state.

Hawaii invasive species council must submit the economic model formula report to the legislature no later than twenty days before the 2017 regular session convenes.

Appropriates general revenues for fiscal year 2015-2016 to the Hawaii invasive species council to contract with the University of Hawaii economic research organization for establishing the economic model formula.

Legislative reference bureau shall update its 2002 study "Filling the Gaps in the Fight Against Invasive Species" by reporting on mitigation efforts, legislative funding since 2002-2003, funding sufficiency, and efficacy of mitigation and eradication efforts.

Updated study must be submitted to the legislature no later than twenty days before the 2017 regular session convenes; act takes effect July 1, 2015.
