Requires applicants and recipients of public assistance under Hawaii Revised Statutes Chapter 346 to be residents of the State for at least 4 months.

Defines "resident" as a person physically present in the State who has established domicile and demonstrates intent to make Hawaii their primary residence.

Applies the same 4-month residency requirement to applicants for state low-income housing projects under the Hawaii Housing Authority.

Maintains existing prohibitions on public assistance for fugitive felons, those violating probation/parole conditions, individuals with sufficient income or resources, and inmates of public institutions.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before enactment.
