Establishes reemployment rights for public employees under chapters 76 and 89 of Hawaii Revised Statutes who resign to seek elective office and lose the election.

Eligible employees must file nomination papers, request reemployment within 60 days of the election, and not have been subject to disciplinary action or termination for cause.

Employers must restore reemployed individuals to their former position or an equivalent position with the same seniority, status, and pay, unless circumstances make this impossible or unreasonable.

Reemployed employees are considered to have been on furlough or leave of absence and are not eligible for employee or retirement benefits during their time away, but retain seniority and participate in insurance benefits under existing employer policies.

Employers cannot discharge reemployed individuals without cause for one year following their restoration to employment.
