Department of Agriculture shall develop an interisland and export database for tracking agricultural commodities, including trace-back and trace-forward capability, with information kept confidential to the plant quarantine branch.

Department of Agriculture must increase inspection priority for agricultural commodities transported between islands, provide risk assessments for non-agricultural commodities, develop quarantine treatments for high-risk items, and coordinate with the Department of Transportation for inspection capabilities at ports of entry.

Department of Agriculture shall implement statewide pest management programs for potted plants, cut flowers, fruits, nuts, vegetables, and herbs, and provide chemicals and equipment to assist growers in reducing infestation.

Hawaii Invasive Species Council must reduce invasive species on conservation lands near Hilo Harbor, Hilo International Airport, and agricultural production areas in Hawaii County, and establish buffer zones between conservation lands and agricultural areas to prevent re-infestation.

Both agencies must submit annual reports to the legislature beginning twenty days before the 2016 regular session and every session thereafter, detailing expenditures, activities, workforce allocation, and effectiveness measures.
