Authorizes the University of Hawaii and community colleges to waive tuition for spouses and children of totally disabled veterans.

Authorizes tuition waivers for spouses and children of eligible veterans or national guard members who were killed in action while serving in active federal military or naval service on foreign soil or in international waters.

Defines "eligible veteran or national guard member" as a Hawaii domiciliary who served in active or reserve military, naval, or national guard forces under title 10 or title 32 of the United States Code in a war or conflict on foreign soil, in international waters, or in support of those locations.

Specifies that surviving spouses lose eligibility for the tuition waiver upon remarriage.

Directs the University of Hawaii to adopt rules under chapter 91 to implement this section; effective upon approval.
