• Requires the Legislative Reference Bureau to update its 1985 study titled "The Feasibility of Environmental Reorganization for Hawaii" and assess feasibility of implementing findings from the 1992 Department of Environmental Protection task force.

• Authorizes the Legislative Reference Bureau to contract with external entities to perform services related to the study, with contracts exempt from Hawaii Revised Statutes chapter 103D (procurement requirements).

• Requires submission of the updated study to the legislature no later than twenty days before the 2016 regular session convenes.

• Appropriates an unspecified amount from general revenues for fiscal year 2015-2016 to fund the Legislative Reference Bureau's work on this study.
