Establishes a working group chaired by the state energy office administrator to develop a five-year plan for achieving net-zero-energy consumption across all state-owned public infrastructure by 2040.

Working group comprises 23 members including representatives from the governor's office, lieutenant governor's office, and directors from major state departments (finance, health, human services, public safety, transportation, labor, and others), plus two house members and two senate members appointed by their respective leaders.

Working group members are exempt from Hawaii Revised Statutes Chapter 84 (ethics/conflict of interest laws) solely due to their participation in the working group.

Requires the working group to submit its plan, recommendations, and any proposed legislation to the legislature by November 30, 2015, with the working group ceasing to exist on June 30, 2016.

Directs the Department of Business, Economic Development, and Tourism to conduct a benchmarking study of energy use across all state facilities as of July 1, 2015, and submit findings to the legislature at least 20 days before the 2016 regular legislative session.
