Authorizes the display of an outdoor advertising device on the scoreboard at the Waipio peninsula soccer stadium, subject to approval by the city and county of Honolulu.

Requires the advertising device to be attached to the bottom of the scoreboard, no longer than the scoreboard's width, and no higher than 25 percent of the scoreboard height.

Limits the scoreboard size to a maximum of 28 feet by 10 feet, with the advertising device facing the interior of the stadium and not visible from any thoroughfare.

Allows replacement of a non-conforming scoreboard at the University of Hawaii's rainbow wahine soccer stadium to comply with National Collegiate Athletic Association requirements.

Becomes effective July 1, 2015.
