Appropriates general revenue funds for fiscal years 2015-2016 and 2016-2017 to create one full-time permanent marine regulation and policy specialist position in the division of aquatic resources within the department of land and natural resources.

Position will be responsible for drafting, reviewing, and amending administrative rules to manage and protect the State's marine resources and ensure compliance with state and federal mandates.

Specialist will collaborate with the office of the attorney general to provide legal support for the division's programs and streamline development and implementation of marine resource management measures.

Addresses the legislature's finding that the division of aquatic resources lacks adequate staffing and technical capacity to effectively develop and enforce marine resource laws, many of which are outdated and contain enforcement loopholes.

Takes effect July 1, 2015.
