Requires all health insurance policies, mutual benefit societies, and health maintenance organizations issued or renewed after December 31, 2016, to cover screening, diagnosis, and evidence-based treatment of autism spectrum disorders for individuals age 21 and under.

Establishes maximum annual behavioral health treatment benefit of $50,000 and lifetime maximum of $300,000, with no limits on number of visits to autism service providers; insurance commissioner adjusts maximum annually for inflation after December 31, 2017.

Defines covered treatments including behavioral health treatment, pharmacy care, psychiatric care, psychological care, and therapeutic care when prescribed by licensed physicians, psychiatrists, psychologists, clinical social workers, or nurse practitioners.

Requires insurers and mutual benefit societies to include board certified behavior analysts in their provider networks and conduct criminal background checks on all autism service providers.

Prohibits denial of coverage based on treatment being habilitative or non-restorative and prevents requiring repeat evaluation if diagnosis criteria change in subsequent editions of the Diagnostic and Statistical Manual of Mental Disorders.
