Establishes a behavior support review committee within the Department of Health to conduct multidisciplinary reviews of restraints and seclusion used on persons with developmental or intellectual disabilities.

Committee membership may include a parent of a service recipient, a service provider, a community member, a DOH facilitator trained in best practices, a DOH case manager, and a person receiving developmental disabilities services.

Requires all providers and state/county agencies to disclose information about restraints or seclusion to the department and committee upon written request, with this requirement superseding other confidentiality laws.

Protects committee information and records as confidential, except statistical data that cannot identify individuals remains public; participants cannot be questioned in civil or criminal proceedings about review information.

Provides immunity from civil and criminal liability for agencies and individuals who participate in multidisciplinary reviews or provide required information.
