Removes the University of Hawaii from the list of state departments exempted from the attorney general's requirement to provide legal representation, effective by deleting it from Hawaii Revised Statutes Section 28-8.3(a).

Transfers authority to appoint university general counsel from the Board of Regents to the Attorney General, requiring the board to request that the attorney general appoint or retain attorneys for university legal services.

Specifies that the Attorney General (rather than the Board of Regents) may fix compensation for attorneys appointed or retained to serve the university, with exemptions from civil service and public employee union chapters.

Removes subsection (b) of Section 304A-1005, which previously allowed the Board of Regents to independently request legal services from the attorney general's department.

Effective upon approval, with no effect on rights, duties, penalties, or proceedings that began before the effective date.
