Establishes a statewide procurement database within the state procurement office to collect meaningful data on all government contracts, accessible to all governmental entities and selective non-confidential data to the public.

Transfers the compliance audit unit from the office of the auditor to the state procurement office to review procurement practices, ensure compliance, and maintain the procurement database.

Requires all chief procurement officers to report contract data to the state procurement office in the form and manner prescribed for inclusion in the database.

Mandates the state procurement office administrator to coordinate with chief procurement officers on procurement policies, training, and legislative reporting of statewide procurement metrics.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 to establish the statewide procurement database and necessary positions, effective July 1, 2015.
