Requires the state procurement office to develop and maintain a statewide procurement training program for all procurement officers of state and county governmental bodies, including deputy attorneys general handling procurement contracts.

Mandates all government employees with delegated procurement authority to attend a mandatory fundamental training session within 60 days of being assigned procurement responsibilities.

Establishes mandatory follow-up training and development sessions at regular intervals of at least once every 12 months, with attendance required for state and county procurement officers.

Allows each chief procurement officer to develop additional training for their respective jurisdiction as deemed necessary for procurement officers with delegation authority.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 to develop and maintain the statewide procurement training program; effective July 1, 2050.
