Requires the Department of Business, Economic Development, and Tourism (DBEDT) to conduct a study on establishing tax-free zones in Hawaii.

Study must be conducted in collaboration with the Department of Taxation and the University of Hawaii.

Study shall examine the possibility of establishing a program similar to New York's START-UP NY program (enacted as chapter 68 of the Laws of New York 2013).

DBEDT must submit a report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Act takes effect upon approval.
