Appropriates funds from the pest inspection, quarantine, and eradication fund to the Department of Agriculture for removal of albizia trees on public and private land for fiscal years 2015-2016 and 2016-2017.

Designates albizia tree removal as a biosecurity and eradication program under Hawaii Revised Statutes section 150A-4.5.

Requires private land albizia removal to be matched on a dollar-for-dollar basis with private funds; no state moneys shall be spent on private land removal without such matching funds.

Finds that albizia trees are an invasive species threatening human safety, native wildlife, and Hawaii's environment, and identifies them as a priority concern.

Takes effect on July 1, 2015.
