Prohibits approval for new cesspool installation and new construction of structures to be served by cesspools after December 31, 2016.

Authorizes the Department of Health to adopt rules establishing standards and criteria for exceptions to the prohibition.

Defines "cesspool" as an individual wastewater system excavation that receives untreated wastewater and allows liquid to seep through bottom or sides into underground geological formations.

Addresses public health and environmental concerns, noting Hawaii has approximately 87,000 cesspools that release 55 million gallons of untreated sewage daily into ground and water resources.
