Establishes a 24-hour, on-call, two-year pilot emergency services failsafe program to provide consultation services to emergency room physicians and patients seeking second opinions on diagnoses or treatment plans.

Directs the Department of Health to identify no more than two hospitals to participate in the pilot program, with at least one affiliated with the Hawaii Health Systems Corporation.

Requires the Department of Health to submit initial report no later than twenty days before the 2016 regular legislative session and final report no later than twenty days before the 2017 regular session.

Authorizes the Department of Health to convene a committee to create a forum for sharing best practices and benchmarking data for patient advocacy in emergency department settings.

Appropriates funds from general revenues for fiscal years 2015-2016 and 2016-2017 to implement and operate the two-year pilot program; Act takes effect July 1, 2050 and repeals July 1, 2017.
