Increases the state motor vehicle registration fee to fund the statewide parking program for persons with disabilities administered by the Disability and Communication Access Board.

Amends Section 249-31, Hawaii Revised Statutes, to allocate a portion of annual vehicle registration fees to the Disability and Communication Access Board Special Fund (specific dollar amount to be determined).

Maintains the existing $40 allocation to the state highway fund and $5 allocation to the emergency medical services special fund from each vehicle registration fee.

Takes effect on January 1, 2016.
