Expands the boating special fund to cover planning, developing, managing, operating, and maintaining all lands and improvements under the Board of Land and Natural Resources control.

Authorizes the boating special fund to pay for permanent or temporary civil service exempt staff positions appointed outside of chapter 76 (civil service requirements).

Maintains existing boating special fund uses including operating boating facilities, improving boating safety, operating vessel registration systems, and other boating program activities.

Ensures fees collected within small boat harbors continue to be expended only for operation, upkeep, maintenance, and improvement of those harbors.

Effective date July 1, 2015.
