Clarifies that government agencies maintaining or repairing roads with disputed ownership between the State and counties do not automatically assume ownership or jurisdiction over those roads.

Allows the State to quitclaim its interest in disputed roads to counties upon request.

Authorizes counties to enforce traffic laws and repair public streets, roads, or highways whose ownership is disputed between the State and the county.

Establishes that no ownership presumption arises from a county's maintenance or traffic enforcement activities on disputed roads.

Guarantees the public unrestricted right to use disputed roads to access shorelines and public recreational areas.
