Prohibits the land use commission and county ordinances from imposing undue restrictions on agricultural-based commercial operations conducted by bona fide farming operations in agricultural districts.

Explicitly permits three types of agricultural-based commercial operations: roadside stands for selling Hawaii-grown agricultural products, enclosed retail structures for agricultural products and related items, and retail food establishments using Hawaii-grown products.

Requires owners of agricultural-based commercial operations to certify upon request that displayed or sold products meet statutory requirements.

Amends section 205-5 to permit uses compatible with agricultural activities "without undue limitations or restrictions" rather than leaving determinations to the land use commission.

Takes effect July 1, 2015.
