HI HB12

Allows schools and classes to participate in fundraising and charitable activities with federal tax-exempt nonprofit organizations (501(c)(3)) registered under Hawaii law as part of school projects that benefit student learning.

Requires the Department of Education to establish criteria determining when fundraising or charitable activities qualify as benefiting student learning.

Mandates the Department of Education prevent preferential treatment of specific charitable organizations in school fundraising activities.

Mandates the Department of Education prevent coercive or undue pressure by department employees that may force students or families to participate in charitable activities against their will.

Requires the Department of Education to establish rules under chapter 91 including student learning and ethical criteria for implementing these provisions, effective July 1, 2015.
