Allows designation of up to six additional enterprise zones per state (beyond the six per county limit) located within one-half mile of proposed or existing rail transit stations.

Adds proximity to rail transit stations as a third criterion for enterprise zone eligibility, alongside the existing income and unemployment rate requirements.

Expands the definition of "qualified business" to include Economic Development for Growing Economy (EDGE) enterprises operating within one-half mile of rail transit stations.

Defines EDGE as any for-profit business entity (corporation, partnership, LLC, sole proprietorship, or other form) located within one-half mile of a proposed or existing rail transit station.

Effective date is July 1, 2015.
