Authorizes the lieutenant governor to adopt rules to implement the commissioners of deeds program and prevent fraudulent use of documents with a commissioner's seal.

Establishes fees for commissioner of deeds applications, commissions, renewals, and related transactions ranging from $10 to $60, with authority to adjust fees through rulemaking.

Authorizes the lieutenant governor to impose administrative fines up to $500 for commissioners' failure to maintain seals, authenticate documents properly, record transactions, and notify of seal/record loss or theft.

Creates a commissioner of deeds revolving fund to be administered by the office of the lieutenant governor, funded by collected fees and fines, for personnel costs, equipment, and program operations.

Increases the required surety bond for commissioners of deeds from $1,000 to $10,000, and expands the geographic scope to include United States territorial seas and international waters.
