Expands the Hawaiian language college revolving fund at the University of Hawaii at Hilo to accept revenues from fees for services, training, and sales of all products, rather than only from sales of Hawaiian language materials.

Allows the Hawaiian language college, Hawaiian language support center, and indigenous outreach program to deposit generated funds directly into the revolving fund for discretionary spending.

Enables the Hawaiian language college to fund operations, services, and outreach programs more broadly, including its master's program, doctoral program, teacher education program, and preschool through grade twelve laboratory school.

Takes effect upon approval.
