Reestablishes an interagency working group to develop a comprehensive plan for transferring all Department of Accounting and General Services personnel and functions related to neighbor island public schools to the Department of Education by the 2017-2018 fiscal biennium.

Plan shall address statewide capital improvements for Section 504 compliance, repair and maintenance of public school facilities on Hawaii, Maui, Molokai, Lanai, and Kauai islands, and staffing and capacity issues.

Working group membership includes the Superintendent of Education, Comptroller, Director of Human Resources Development, Director of Human Services, Director of Finance, Attorney General, exclusive representatives of affected employee bargaining units, and other persons deemed necessary by the Superintendent.

Working group shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the regular sessions of 2016 and 2017, then cease to exist on June 30, 2017.

Appropriates funds from general revenues for fiscal year 2015-2016 to the Department of Education to convene and operate the interagency working group; effective July 1, 2015.
