Class A operations limited to direct sales only with self-certification registration; Class B allows direct and indirect sales excluding acidified/fermented foods with annual inspections; Class C allows all food types with annual inspections and FDA-approved acidified food course requirements.

Classifies cottage food operations as permitted residential uses in all residential zoning areas without requiring conditional use permits, variances, or special exceptions.

Restricts cottage food products to approved non-potentially hazardous foods list including baked goods, jams, dried goods, candy, popcorn, and fresh juices, with option for recipe testing of unlisted products.

Requires warning label stating "Made in a Home or Farm Kitchen that has not been inspected by the Hawaii Department of Health" in 12-point type, along with ingredient list, production date, name/address, allergen and nutrition information as required by federal law.
