Repeals 13 dormant or unnecessary special and revolving funds administered by the Department of Business, Economic Development, and Tourism, including the housing finance revolving fund, brownfields cleanup revolving loan fund, tourism emergency trust fund, and others.

Transfers all unencumbered balances from the repealed funds to the high technology loan revolving fund as of June 30, 2015.

Amends various statutes to remove references to the repealed funds and clarify that certain revenues and moneys previously directed to those funds will instead be held in separate special funds or accounts for specific purposes (such as bond payments and project-related revenues).

Modifies provisions in chapters 201H, 206E, 206M, 210D, 227D, 237D, and 516 to eliminate fund administration requirements and update statutory language accordingly.

Effective date is July 1, 2015.
