Mandates family courts to terminate parental rights of any natural parent convicted of rape or sexual assault when the child was conceived as a result of that crime.

Changes existing law from permissive ("may") to mandatory ("shall") termination of parental rights in such cases.

Requires termination obligation does not eliminate the convicted parent's child support obligations, and courts may order child support payments.

Allows exceptions if the convicted parent and custodial parent later cohabitate and establish a mutual custodial environment for the child.

Permits the custodial parent to petition the court to reinstate the convicted parent's parental rights at any time.
